I’m trying to capture all settings/tenant configuration options for the purpose of review/change control. Is there anyway to accomplish this via powershell, report generation, or 3rd party tool?

You should check the Office 365 CLI at https://dev.office.com/blogs/announcing-office-365-cli-for-managing-your-office-365-tenant-on-any-platform where you can manage the Office 365 tenants using the CLI commands. This is a PnP community initiative and the commands keeps growing.

Hi everyone, I am part of the SysKit team, and yes, we do have a tool that may help you with this:) It is called SysKit Trace and it collects Office 365 settings in one centralized place, provides documentation and also allows you to track changes in those settings through time or between different tenants.
