I’m trying to capture all settings/tenant configuration options for the purpose of review/change control. Is there anyway to accomplish this via powershell, report generation, or 3rd party tool?

You may also want to check out SPDocKit or NetWrix to see whether it will work for your needs.
Not affiliated with them but did look around also for farm config/auditing tools.

Hi everyone, I am part of the SysKit team, and yes, we do have a tool that may help you with this:) It is called SysKit Trace and it collects Office 365 settings in one centralized place, provides documentation and also allows you to track changes in those settings through time or between different tenants.
