thanks to helpful folks here i am going to use Enterprise Wiki as a Subsite
2 questions remains: Can i add an app to Enterprise Wiki? Saw a FAQ app that seems cool.
Secondly, can i create a page library WITHIN Enterprise Wiki? (page library so that i am able to rate a “content” eg a video on a page (not the page/article which I have seen)
or,
both as subsites (page library and enterprise wiki ) on a Topic/Team site?

Hi, kalebmonsteruster,
You can certainly Add an app to create another Wiki page library within the Enterprise Wiki site template.
Also, have your parent site as Enterprise Wiki so that your Page layouts can be inherited and shared in child sites.
