I’m trying to capture all settings/tenant configuration options for the purpose of review/change control. Is there anyway to accomplish this via powershell, report generation, or 3rd party tool?

You can try Kernel Migrator for Exchange software to export Office 365 tenant to other Office 365.

You may also want to check out SPDocKit or NetWrix to see whether it will work for your needs.Â
Not affiliated with them but did look around also for farm config/auditing tools.Â
You should check the Office 365 CLI at https://dev.office.com/blogs/announcing-office-365-cli-for-managing-your-office-365-tenant-on-any-platform where you can manage the Office 365 tenants using the CLI commands. This is a PnP community initiative and the commands keeps growing.Â
