We are trying to develop a software SDLCÂ tracking solution using SP 2013. Although I am new to Document Sets, there appears to be a lot of potential. What I am tryingto do is to create a Document Set that contains a Document Library, an Issue Tracker, a Task list and a Discussion Board.
We have created the custom Content Types for the Document Library, and also a Content Type for Issues and Tasks. However, when we go to Document Set Settings and try to add the custom Content Types, the Document based and the Discussions based Content Types appear in the Available Site Content Types list but the Task and Issues based content types do not.
Adding the Document and Discussion based Content Types to the Content types allowed in the Document Set field works, but when we configure the Document Set Home Page to include a web part for a Discussion thread (by adding another Document Set Contents web part to the Document Set Welcome Page) only the Document based web part displays on teh Welcome Page.
So, many questions here but that is the high level view of what we are trying to do. Any assistance would be greatly appreciated.

I was not aware including lists or libraries in a Document Set was possible. Interested to see if there is a solution.
My experience indicates Documents set will allow content types, which includes folders. The TechNet article states Document Sets can have content types, but does not say anything about lists and libraries. So by a typical Microsoft careful ommission, list might not be possible: see: https://technet.microsoft.com/en-GB/library/ff603637.aspx
I understand Documents Sets are a content type derived from folder, as folder cannot stand alone, must be part of a Document Library, and a Library cannot exist inside a Library, I conclude a Library cannot exist in a Document set. A bit convoluted, I agree.
Nevertheless, I shall be looking at other comments with interest.

After almost 2 years of asking this, is this possible to add either a Discussion or a type of Line Commenting for each Doc Set in SPO?
Hi, as I am running in the same scenario.
I just need the ability to add a read only comments in a list residing in the document set.
So besides uploading documents in the Document Set, the user may add a comment without the need to upload a document.
My next step would be to trigger a workflow upon this comment.
Can you share if you have overcome the list problem?
