To create an App Server for SharePoint Hosted Apps for SharePoint 2013 On-Premise installation is there any other options beyond modifying a root-level domain?

Microsoft Technet gives the example with the main domain for SharePoint being “contoso.com” and the App Server with the domain of “contosoApp.com”. Modifying a root-level site is a No-No with government installations.
