I discovered that only the administrator get emails whenever I assign task
also, whenever I do “user who created current item” from sp designer, the initiator get the mail (see 1st image below)
but if I pick users from the “select user” as shown below…they wont get email, even if I hardcoded the mail or select from “people/group from sharepoint site”
however, the following has been done so far;
- Permissions have been assigned to users on each forms
- A test user account with admin permission was created
- Both workflow 2013 and 2010 were used
- Workflow features were deactivated and reactivated
- Alert me was tested on each form, and it works fine
- Forms were published without user account
- Series of escalations were made to Microsoft
- Some of the library workflows were splited to reduce a  long single workflow
- And a lot of googling
