Need your valuable assistance to understand if its simple to design a Project Dashboard in SharePoint 2013 (On-Prem)

Please check the requirements:

  • Users should be able to filter the Projects list by Project stream, Project manager (PM) name or display all
  • Each item in the projects list links through to the relevant Project site
  • Each Project Site entry on list will display
    • Stream
    • Title
    • PM name
    • Coloured “traffic light” indicator (only visible to PM and admin PM group)

Any assistance will be deeply appreciated.
