How to gently inform few managers that access as SharePoint Site Collection Administration has to be removed for them, and we will grant Full Access for them on site level ? 🙂

The restriction in access from site collection admin to web admin isn’t as severe for the average manager. Its always wise to first do some research into why they were granted it in the first place and if its only a few, explain you are cleaning up permissions and open up communications before designing/completing the change. Once you identify all the content needed to be accessed, you can devise a more streamlined model of security. As others have mentioned, this should roll in with your governance plan.
Create a permissions matrix and build it into your governance plan. Chat with the stakeholders first. Clearly explain the business and tech reasons for the change as well as the benefits. Tell them you plan to give the site managers plenty of lead time to adjust. And spend plenty of time working with all the site owners and power users to transition. Stakeholders should approve as long as it doesn’t disrupt business operations. I’ve used this strategy with great success. Someone mentioned risk mitigation which is also a great point to observe. Less chance of disaster! Best of luck!
It all depends on the reasoning behind it and the level of experience that these users have.
Personally I dont think that IT should control SharePoint Sites and that you should pass this left to the users – they tend to thank you for it as well.
In your case would it not be a better idea to use a seperate Site collection and not a new subsite. However the issue with Content Types, Site Columns etc come into play in this scenario.

My predecessor use SC Admin permission as a fix for everything ;p so I’ve got there users which do not use, and released that they are SC Admins. I’ve got request to create site with very restrict access just for few people. I unable to deliver this with planty SC Admins.
Tricky questions! If you explain why (ie. because it is causing risk in this area and that area). that should help the message drop more easily. Or if you can metntion it’s due to company policy …
