I have been tasked with creating a company Intranet. I would love some advice on how to get started with such an undertaking. I have read that it would be a good structure to have an authoring and publishing site collection and use catalogs. I have no experience with this so would very much appreciate any advice that could be offered.

From a high level information and technical architecture I would agree on use of separate site collection. This would keep the content separate from ongoing business activities, provide entriely separate permissions management and make design or customisation easier to manage.
Very often the business want a separate URL for intranets like https://intranet.contoso.com, which depending on what SharePoint service your business is using may mean a separate web application or host named site collection. This is not possible if using Office 365 sharepoint tenancy which can have only one URL.
