Is there a way (OOTB or Powershell) that I can copy permissions from one site to another in SharePoint 2007?

Once properly configured, this can be accomplish in 2-3 clicks using AvePoint’s DocAve 5 Content Manager module (DocAve 6 is the current release, but we still sell DocAve 5 which is for SharePoint 2007). Although primarely aimed at end-user content. you can use this tool to copy security only.
