Can somebody please suggest me the possible options to setup content deployment between an on-premise SP 2013 site to an Internet site hosted on a separate farm on cloud? And the best practices.

AvePoint’s Deployment Manager (see screen shots) and Content Manager (see screen shots) could be the answer you are looking for. Although hosted on a cloud space, if you have full access to the server where your farm is hosted, then we can certainly accomplish this using DocAve’s Deployment Manager module.
To be certain, we would need to take this offline and discuss further the exact topology of both your onprem and in the cloud SharePoint farms.

Using AvePoint’s DocAve Migrator, we can bring any SharePoint onprem site collection into O365 starting from SP2007 and/or SP2010.
If you are refering to bringing an existing SharePoint 2013 onprem site collection, or any portion of a site collection for that matter, then AvePoint’s DocAve Content Manager will do the job.
In summary, AvePoint has multiple possibilities to accomplish what you are looking to do. It’s a matter if aligning the proper business needs with the proper DocAve module.

I am pretty certain you can’t take a full site collection backup and restore it Office 365. You could have all manner of customisations and features that wouldn’t work in Office 365. You are probably better off looking for a 3rd part tool to do this for you.
