How can we manage a list in SharePoint 2013 using OOB featurs so that the list/list items can be accessed from all Site Collections in Same/Different Web App?

How can we manage a list in SharePoint 2013 using OOB featurs so that the list/list items can be accessed from all Site Collections in Same/Different Web App.I need to create designer workflow using the items or if possible can create new list using the items.

I came to know about the Cross Site Publishing feature but that is only for crawled properties and can be used only in Search WebParts.

Is there any possibility through Cross Site publishing or I should move in some other direction?
