As SharePoint can be used as an integrating point, or a collaboration platform, can we assume that SharePoint is an ESB (Enterprise Service Bus) like MULE or any other ESB. In this case how could it be used for a NIEM solution? What do you think community?

NIEM is the National Information Exchange Model, is  government-wide, standards-based approach to exchanging information used by US government agencies (Department of Justice , U.S. Department of Homeland Security, and many other federal or states agencies).
