I have been using SharePoint for over 10 years and just recently took a job using SharePoint online, what interested me was the interface but I am finding myself struggling with some of the basic functions. In the older versions it was easy to get to edit WebPart settings. In SharePoint online finding that I can even figure out how to move a webpart to a different zone or even increase the size. Any help would be greatful.
Controlling the layout is something you cannot do OOTB in modern SharePoint. If you want to overwrite any existing layouts, you need to inject script/css using extensions.
Thank you so much for your answer and that makes sense one of the things that I have found is that using a left and right section that when adding a web part in the right section that there is a decent amount of negative space left – I would like to be able to move the webpart into that space to add additional text or even stretch the image. I know from research that this is either an issue or done by design by Microsoft, just trying to figure a way around it. Any help would be greatly appreciated it.

Moving webparts in modern SharePoint is through drag and drop as compared to setting the zone value in webpart properties in on-premises.
