I know you have to have E3 level to create Access services sites. Do you also have to have an E3 subscription as an end user to simply view them?
i.e. could you have 2 E3 level people who update the data and 3 ProPlus people who just view it?

If we check the Office 365 ProPlus subscription, it includes Access. So the users with ProPlus licences should be able to view. For more details you can check this technet link:Â https://technet.microsoft.com/en-us/library/gg702619.aspx
