I am trying to install SP2013 Foundation on Win2008R2SP1 and getting this error.

I would say download the pre-reqs with AutoSPSourceBuilder (Codeplex) and install them with AutoSPInstaller(CodePlex).
Can you check if your Windows Update service is not set to disabled?
