I was on my ipad looking at my SharePoint Online Public site and the site is looking off. I have the mobile master page set to Berlin Mobile, but the background is off, the font is too huge, the logo is too small. It’s just not a good interface. Is there any way I can fix this? Would I have to go into designer and create another version of that master page?

There is no easy fix as I know. Generally you should modify master page and page layouts etc.
The other way is to create “Responsive Web Page” which means one which adapts for different devices.
