Activated the “SharePoint Server Publishing” feature (manage site features)
Activated the “SharePoint Server Publishing Infrastructure” feature (site collection features)
Uploaded the .wsp file in solution gallery and tried to activate the feature and it was failing out with an error message below

SharePoint 2010 Administration service (services.msc) was turned off, on one of the server participating in SharePoint form.
