Can Designer do this?

I have been asked to do something and I’m not sure it’s possible to do with SP Designer alone, not using Visual.  We have a form on SP that people filled out called Registration of Electronic Devices.  The owner of this form wants a workflow that will calculate what the end of the calendar year is from the date it was filled out.  For example, I fill out the form on September 1, 2015.  The workflow must determine that the end of the year is December 31, 2015.  Then the workflow will send an email that the registration has expired and a new one must be filled out.  Can this be done with Designer alone?
