thanks to helpful folks here i am going to use Enterprise Wiki as a Subsite
2 questions remains: Can i add an app to Enterprise Wiki? Saw a FAQ app that seems cool.
Secondly, can i create a page library WITHIN Enterprise Wiki? (page library so that i am able to rate a “content” eg a video on a page (not the page/article which I have seen)
or,
both as subsites (page library and enterprise wiki ) on a Topic/Team site?

You should be able to add a page library & of course you can add an app too. With too many features & possible combinations, SharePoint is here to spin our heads 🙂
