I was wondering if anyone has created something to track resources in their company for projects in SharePoint 2010. I’ve tried to “Google” but I keep getting ways to capacity resource plan for a SharePoint 2013 upgrade which isn’t what I need (at this time).

Julie, I completely understand how much of a blind spot it can present when trying to do resource planning. It amazed me when a large fed org didn’t have one across their services division.
Like I mentioned, I’ve done several solutions similar to that and could help you architect one and get it implemented that was tailored specific to your business processes. By building on top of SharePoint, you could leverage the information, designs, and features if any for other purposes or departments as well. This increases your ROI and enables other departments to use the same solutions possibly.
There are some resource or capacity planning solutions out there, but a lot of them may be way more than what you are wanting or cost way to much.
Is this an immediate need or something you are looking to possibly build and use in the near future?
