Does anybody know of (have experience working with) any correspondence management system built on sharepoint?
I need a (kind of) Ad-hoc correspondence system for my company. Basically these are general correspondence between departments but they need to be tracked and archived.

I am not 100% sure what you require… however, this does sound like a good fit for a product my company develop called DocRead for SharePoint.
DocRead allows you to configure a document stored in a document library (this can be in PDF, Word, Web Page, memo, video, etc), to be assigned to 1 or more SharePoint groups or audiences. In your case you would define a group for each department that needed to receive the correspondence. Once this is done DocRead creates ‘Reading Tasks’ for each member of that group which are accessible in custom DocRead web parts and also optionally from email.
The dialog that the user see’s looks like this (in SharePoint 2013).
From the publisher’s side of things, there are a suite of reports that allow you to track and manage who has and hasn’t read your correspondence.
