What is the recommended CPU specs for a user-base of 4000 users on the SP web-server with out using a load balancer?

We are load testing, our user base will be roughly 4000 users, however we know that all users will not be hitting the site at one time however, when we release the SP portal we want to be sure that we have enough CPU to handle all of the request that may or may not be coming in. We’ve been testing with jmeter from a server to see what we can max out. We’ve found out that 4 cores is good, however if your are trying to load 100 users consecutively it maxes out the CPU and the site can take over 30 seconds to load. Regarding load testing, do you have any recommendations for load testing?
