Our Governance Plan at my organization is calling for limited owner permissions.

I copied the Full Control permission and removed / unchecked options to limit what owners will be able to do.

Our Governance does not want the site owner to be able to create sub-sites.

Here is the issue I have found.  If I remove Manage Permissions as an option then these limited owners will be unable to assign permissions to any individuals or groups.

If I leave Manage Permissions checked it allows an owner to create a group and/or assign an individual the Default Full Control Permission which will then allows them to do whatever they would like.

Is there any way to remove the Default Permissions once I have copied and customized them?
