Hey,I am just looking the difference between two templates provided by VS2013 for SharePoint.

This is again a limitation of sandboxed solutions. Only farm solutions will be able to deploy application pages or anything that needs to be deployed to the SharePoint hive.
Since Visual Webpart template is designed to be used with sandboxed solutions, it will not add this.
