How can I create a gallery of pictures in SharePoint that people can comment on?

Hi I’m learning SharePoint right now and my company is using SharePoint Online. We are developing a UI for our new App.

My question is, how can I display a list of pictures and allow people to click on them and make comments?

Our UI designer should also be able to easily upload the pictures, so am thinking that a simple custom list or picture library would be easiest for this?

The number of images you want to review ?
Images can be added constantly . it’s not set yet.

Do you require some form of gallery / lightbox
No just a really like a table with images can be click over hyperlink or a gallery with a comment box will be helpful

Are you happy to write code to achieve this?
Well, if it’s a simple code, I don’t mind it. but never worked with SharePoint Designer.

SharePoint it’s something new that I have no clue
seems like it’s not simpler than what I expected. I was thinking to upload pictures in wiki pages, with a frame but realized I need to copy every address from my picture library to accomplish that.
