With SharePoint Online, after I “Save list as template” and get .stp, what should I do next in order to import or copy the entire list library including contents and comments for all records to the new site collection.
- Old Site:Â https://domain.sharepoint.com/abc (subsite of the root site)
- New Site:Â https://domain.sharepoint.com/sites/main (new site collection)
If there is another way to achieve what I would like to do which is to migrate/copy/move list from one site collection to another, please advise.

If you’re moving it to a new site collection, you will have to go to the template library and download the list template. It will be an stp file. Then will need to go to the template library in the new site collection and upload the template. Then go to where you want to install it and create an app from the template you just uploaded.
Try to go List Settings > Under Permission and Management click Save list as template > and just click OK, check the Include Content if you want to include all item you input in your ListView.
