How to limit access to SharePoint list items and columns?

Is it possible to create something like this in SharePoint Online:

1. A list will contain a “state” column
2. A certain category of users will only be able to see or get access to a subset of list items based on the state column
3. A certain category of users will only be able to see or get access to a subset of columns 

Using views for this won’t work, because views will only hide data from view, not prevent access.

Any suggestion is welcome, including using Business Data Connectivity and third part tools as long as it is supported on SharePoint Online.
