Is a IIS reset ever needed while developing for SharePoint Online?

Well, you physically have no way to reset O365’s IIS. If it was ever required, Microsoft would be doing it behind the scenes without you asking. For CSR, you should have no need to reset IIS.

Thanks! I have further questions, but to keep this post on-topic; so there will never be an instance where an IIS reset would be required for O365/SharePoint Online? Never… I know that is an impossible assurance… In your experience 😉
I am working with CSR/JS Link and RegisterModuleInit() function in the .js file. The advise was to IIS reset, etc.

No. You do not have access to the underlying services for SharePoint Online. Microsoft handles all of that for you.
