I red that with Sharepoint 2010 (and previous versions) it was possible to create, send and monitor monthly newsletters.
Do you know if the necessary features have been kept in 2013 version? If yes, do you have some tutorials or similar?

I don’t know yet. It depends on the functionalities in sharepoint. if the only way is to send out by mail the link to a sp page then it will be a a share point page!
