I red that with Sharepoint 2010 (and previous versions) it was possible to create, send and monitor monthly newsletters.
Do you know if the necessary features have been kept in 2013 version? If yes, do you have some tutorials or similar?

Yes – that’s why I was asking. If all you want to do is create an HTML Email to send out then this begs the question, What do you want SharePoint to do on the creation side ? You could knock something together, but tbh you are best of using mailchimp they have all the monitoring and campaign management built in.
