Is there a way to block creation of Microsoft Teams sites in an online SharePoint deployment? We would like users to request Team sites to avoid duplication as well as unnecessary sprawl.

Are you asking if there is a way to disable the “Join or create a team” button in the bottom left corner of Teams? If so, you can do this by limiting who can create anything related to a Group. Just note, that means you are limiting who can create Yammer groups, Planners, some Power BI things, SharePoint modern sites and anything that a Group is based on. You have to do this by creating a security group, running some PowerShell and only placing certain people in this security group so that those few persons are allowed to create a new team.Â
About half of my clients have opted for this and about half have said they thought it would limit adoption or cause to much work for the “gatekeepers” to have to keep creating the new teams for everyone else. If you wanted to get really fancy you could build a system that allows people to request a team, then only a few people could approve the request and then they could create the team. This would limit “Teams sprawl”.
