I have created new list in SharePoint. with contribute and edit permission user can view and edit data but when i assign only view or Read permission user can not see data. column header is viewable but not the item inside.
from advance setting read access is already selected Read all item.
list is not created in SharePoint. I have import the data from directly Excel and configure the columns.
not using any third party for the permission restriction.
I have created four different view as per my requirement and view permission not working on any of it.
Versioning is off
From the behavior it looks like the draft item security issues.
is version is turn on in this list if yes can you use no version setting and try.
Check the permission levels of the users from site collection. if it is a customized one or not.
Is the permission is inherited from the parent?
How is this list created?
Can you create a new view and ask user if they can see the content?
Any Third party tool used for the permission restriction?
no they can not search item but when click on column header they can see their filter data. the result is same in direct link as well
can users with the read  access can search items?
if you send them direct link to item can they access it?

I did not apply versioning yet. its already disable so i think draft setting not apply in this scenario
