Is there a way to lock a row in a SP library? Say I have a document that I don’t want any more action on. Can I lock that row so the document could not be downloaded or edited?

Permission the item to be read-only for all users if you want the item to still be viewed. Otherwise, you would remove all permissions from the item (i.e. only admins can view it.)

You can edit permissions on that specific item and take out all the permissions except for yourself (and admins ofc).
