I have the responsibility to figure out the best way to store and manage our Policies and Procedures Manual for our company. Does anyone have any ideas of the easiest way to organize and manage this?
Right now, each section is a WORD doc and we have them listed in a document library.
A few issues are: some of the documents have embedded links to sections of the same document and also links to forms which are seperate documents. It is an administrative nightmare. Any time a form or doc changes, the links break.
any thoughts would be great!

To solve your cross reference url problem … could you not use the Document ID service and refer to the document by Id (in the policies) rather than by name ? This would solve name changes. Failing that you could use something like Qamar has suggested for Short Urls, and store them in a list.
You may also need help on how to help distribute and track those policies to work out who has read and confirmed them. To do this you should consider looking at DocRead for SharePoint which does exactly this.
