I created a CAUTION disclaimer on every email that was sent out side of the organization, however we deal a lot with outside senders.

I am wondering if there is a way on the Transport rule, to verify if sender is in recipients recent contacts or address book, if not than apply the DISCLAIMER.

Can a rule have a condition to refer to address book or recent contacts. I am afraid if the disclaimer is on every email from an external sender, it will be ignored relatively quickly.

Any suggestions?

Not from the address book, but the recipient can control who the rule using his Allow/Block list. You can construct a rule with the predicate ‘The sender is on the recipients supervision list’ and then use their Allow list. You can use this as an inbound disclaimer rule.
