Ok so the directions to access Office 365 Video Portal are located here: https://support.office.com/en-sg/article/Manage-your-Office-365-Video-portal-c059465b-eba9-44e1-b8c7-8ff7793ff5da#BKMK_GoingToPortalSettings , however I have no option for Video, or Video Portal Settings.
Has anyone ran into this issue and can shed some light? I can not find out how to enable the video portal or to get to it.
I have Preview features turned on.

UPDATE: Issue resolved. Thanks to @1wisegeek and @binarybrewery I was able to resolve my issue.
I thought that I our O365 subscription was part of the first release program because under O365 Admin > SharePoint > Settings > Preview Features – was enabled. I was wrong.
1st Release Program is under O365 Admin > Settings > Updates.
