Apart from paying £2k a year for a tool like ShareGate, what is the easiest way to copy content from one tenant to another?

Could you provide assistance to me on this? I have created site templates and am currently unable to use as custom template for a sub site. First is it possible to use a site template from a Root collection on a Sub Site? If so, how would I go about that?
