Apart from paying £2k a year for a tool like ShareGate, what is the easiest way to copy content from one tenant to another?
If you’re wanting to do it right, automate it and not deal with anything afterwards, Sharegate is a pretty inexpensive tool. Agree it’s not cheaper than free, but neither is working long hours trying to move and manage content across tenants and then checking to ensure that everything was done.
Let a tool handle that if you really want to do less work. You do get what you pay for.

You could take a look at Content Matrix from Metalogix. if you only have a limited amount of content (less than 25Gb I believe) then you can use the free version of their tool.

Alternatively, give try to this Lepide SharePoint migration tool, which lets you to move content from one SharePoint /Office 365 tenant to the another.

If the volumn is low and not bothered about versions, metadata, content type or permissions then try SPFileZille @ http://spfilezilla.codeplex.com/, download to local machine, and upload to alternate tenant.
But if there is need to preserve ShareGate would be a good choice. Though I have not tried copy or move bewteen O365 tenants, it worked well in on premises scenario.
I suppose it would be possible with CSOM and/or PowerShell, not a technique I have tried.
