When you are using the modern design based pages, I know that there is no audience targeting setting in web part yet. However, what are the rest of you guys doing out there to accomplish this?

Nothing as of yet. Basically, use built in permissions to only show content User’s have access to.
For custom webparts, I’d implement similar to CSWP, where if no results returned, hide the webpart.
