We are planning to migrate SharePoint 2010 to SharePoint 2016. We would like to identify the site collections which are not used/outdated and perform a cleanup before migrating it to target platform. Can anyone please help me to get a Power Shell script or any other methods for identifying outdated site collections? Thanks in advance.

Can you explain what you mean by outdated site collections? There are no power shell scripts to find outdated Site Collections. It is important to know this area is very subjective.
However, what you are doing is very important. It is important to evaluate your current environment and make sure you are only moving the most important data / sites into your new environment. However, with that said.. there may be sites in your environment that only a handful of people use.. Does that make them worthy of deletion because not many people are using them?
This will be a very manual process. I would make a list of all of the Site Collections in your environment, and one by one evaluate them on whether they should be moving into your 2016 environment. It will be extremely important to reach out to the owners of those Site Collections to see if and what information is valuable and should be migrated to 2016.
Many thanks for the quick response. There are lot is site collections created in our farm which is not in use from sometime (may be years). I would like to identify the site collections having contents are not updated may be past one year
