We are planning to migrate SharePoint 2010 to SharePoint 2016. We would like to identify the site collections which are not used/outdated and perform a cleanup before migrating it to target platform. Can anyone please help me to get a Power Shell script or any other methods for identifying outdated site collections? Thanks in advance.

Prajith, as @beau-cameron said, just because a site isn’t heavily used or updated doesn’t mean the content isn’t valuable to the business.
You need to output a report of every site collection with URLs and have the business decide on each one.
If you’re only talking about My Sites, then someone should’ve enabled the Site Deletion policy and workflow feature.
