I click the file (shown below),

within Sharepoint 2010, but I get the problem (shown below). why?

is it just with one file or many ? did you try to look at the uls Logs (With verbose enabled) ?

The error is: Unable to process the request. Wait a few minutes and try perform this operation again.
And such problem does persist there and never disappears.
