I want to create customized Public Webpage that has an input box where a user inputs in a username and password that feeds https://login.live.com which is where an external user with a Microsoft ID logs in to SharePoint On-line. The External User then has access to my Team site.

Yes Ajeet there will SAML based CBA. Do you have any idea about similar work then please suggest your approach.
I think you can think about Configure SAML- based Claim Authentication.
So basically, you want a form where people register with their Microsoft Account and then get access to the team site? I can’t think of any way to implement this at the moment. As far as I know, there is no way to add external users via any API at the moment
