It has been assigned to me to configure SharePoint to only allow editing of documents spreadsheets that are stored in a SP library to users who have Office licenses. At first one might suspect that anybody who has access to SP would have an office license, but this is not the case. Our licensing guy has concerns that some users who don’t have an Office license are able to open documents in the SP web app and edit. He says this violates our licensing agreement. Does anybody know if this request is possible, and how it can be done?

You can disable option for users not to open any doc in webapps.
