I have setup a file share content source in SharePoint 2013 and able to search for documents by folder and filename but not by tags; I have seen a lot of third-party solutions, just wanted to find out if this can be done OOTB or not.

Yes, you have to search crawl property corresponding to tags and mapped to one of Managed property.
Then it will be searchable by tags also.
