I have a requirement where I want to set up permission level such that an user can only view the document but can not download.
Is it possible?
If yes, then how?

Just something to consider. No matter how secure you make this the user can always take screenshots and print those. There is software out there that can make things more secure, but if they are dead set to “procure” information they can always take a screen picture with their phone.
