In Microsoft support (https://support.office.com/en-us/article/Share-documents-or-folders-in-SharePoint-Server-2013-5eec8604-e9d7-4f84-bee5-1c7d8e048d8c) they say that in a site library, you may want to share specific documents or folders with people who don’t otherwise have access to the site. When you share documents and folders, you can decide whether to let people edit or just view them.
My problem is no one can see the “edit or view” button when sharing a document except the site manager.
Is this normal?

Yes, that is expected but it can be set up for users with Contribute access as well.

So based on the blog post, I advocated in our company to avoid the Share button at all (although it’s still visible to users). In SP2016, I wonder if there’s a way to hide the button. We’re still on SP 2013.
Another area that we try to avoid (and changed in our Template), is the Access Request settings which can also negatively impact permissions. I think in SP 2016, there’s a setting that can hide/disable this.
