SharePoint 2013 App CSS won’t load

Hello Everybody,

I am stuck on a SharePoint 2013 App problem where the CSS will not load. It seems like I checked everything but something is missing! 

I have checked the Network Monitor and it seems to give 404 on the CSS Files. 

I checked the ULS logs real time and was also able to find this:

defaultcss.ashx: using elevated codepath to get css file or other resource because the non-elevated code path failed to get it. System.UnauthorizedAccessException: Access is denied. (Exception from HRESULT: 0x80070005 (E_ACCESSDENIED))

The Application Pool and Farm Service Accounts are DBO on the Content DB and have full control on the Web Application.

Update:

Even with my current account I get a 403 on the defaultcss.ashx file. My current account is sysadmin on sql and local admin on the SharePoint Server.   I gave all SharePoint Service Accounts sysadmin on SQL server and still nothing. 

I tried with another app, and the 404 error is misleading. the second app still doesn’t work, and has no 404’s.  Also checked with fiddler, the problem is really the 403 on defaultcss.ashx . I found another blog on the subject, however I am not sure I understand his solution. He has the exact same problem as me : http://www.standard-cloud.com/tag/defaultcss-ashx/  Maybe someone with a better german can help guide me!
